We Make It Easy to Get Started
Getting started with the Self-Determination Program can feel like paperwork with no instructions. We make it plain. Tell us about yourself, and a real person on our California team walks you through what happens next — what we need from you, what your regional center needs, and roughly how long each step takes. We’ll help you gather your IPP and your approved budget if you don’t have them to hand, and we’ll get your providers registered so they can be paid. You will never be left guessing where your onboarding stands or waiting on an email that doesn’t come.

We Keep You in Control
Self-determination means you decide — who provides your services, when, and how. That is the entire point of the program, and it is not our place to second-guess it. We don’t pick your providers, we don’t steer you toward ours, and we don’t quietly gatekeep your budget. What we do is give you clear numbers and honest answers so the choices you make are informed ones: what’s been spent, what’s left, and what a decision will cost you before you commit to it. You lead. We handle the machinery behind you.

We Simplify Invoices and Payments
Once you’re set up, the money side becomes our problem, not yours. Your providers send us their invoices, you approve them, we check them against your spending plan, and we pay — by direct deposit or check, whichever they chose. We handle the regional center billing and keep the records the program requires, so nothing lands on your kitchen table. You don’t chase deadlines, you don’t reconcile paperwork, and you don’t have to become an accountant to keep your services running. That is the job you hired an FMS to do.

We Track Your Budget in Real Time
Every invoice is checked against your approved spending plan before a dollar goes out — the right service, the right category, the right amount. That check is what stops the thing families dread most: finding out months later that you overspent a category and are holding a bill the program won’t cover. You get regular statements showing exactly where your money went, and if a category starts running low we tell you early, while there is still time to reallocate rather than after the fact.

Our team is based in California, works with the regional centers every day, and would rather spend ten minutes explaining something properly than send you a link. TrueCare FMS will maintain and monitor customer service standards that ensure Self-Determination Program participants and their representatives receive timely, accessible, and person-centered communication. Customer service practices will reflect each participant’s preferred language, communication method, and level of support. TrueCare FMS will clearly define and share hours of operation, expected response times, and the methods by which participants can contact the FMS.

At TrueCare FMS, we honor the dignity, authority, and leadership of every participant in the Self-Determination Program. As individuals take on the role of managing employer, we are committed to walking alongside them — offering clear, supportive, and culturally responsive training and resources that empower them to understand their rights and responsibilities.
TrueCare FMS offers choice in SDP models that allow SDP Participants and their circle of support to make informed decisions about their level of responsibility in employing staff of their choosing.
At TrueCare FMS, we support participants in leading their own services by facilitating the hiring and employment of eligible workers chosen by the participant or their authorized representative.
At TrueCare FMS, we honor the right of every Self-Determination Program participant to choose their own providers and shape their own services. We are committed to making the process of establishing vendors—whether independent contractors, small businesses, or community-based providers—transparent, accessible, and responsive to the needs of each participant. Our onboarding and monitoring processes ensure providers meet legal, ethical, and program requirements while keeping the participant’s goals and voice at the center.
Payment and Payroll Policies
At TrueCare FMS, we support Self-Determination Program participants as managing employers, empowering them to schedule staff, approve hours, and follow employment laws with confidence. Our role is to provide clear guidance, tools, and ongoing support to help participants manage their services in a way that is person-centered, lawful, and aligned with their goals and routines. Today TrueCare operates as a Bill Payer: your providers invoice us as independent businesses and we pay them, so there is no payroll to run. Under the Co-Employer and Sole Employer models — which are coming soon — we will be committed to processing payroll accurately and on time.
At TrueCare FMS, we believe that participants are the leaders of their own lives. Our responsibility is to ensure that the financial processes supporting their choices—whether for goods, services, or supports—are transparent, responsive, and person-centered. We partner with participants and their planning teams to ensure that all purchases align with their vision, goals, and approved spending plans, while meeting all program and regulatory requirements.
